Centralized Inspection System (K-CIS)

The Kerala Centralized Inspection System (K-CIS) is a unified digital platform that coordinates, schedules, and monitors all regulatory inspections for industrial units — eliminating surprise visits, overlapping inspections, and inspector discretion.

Scheduled & Notified Inspections

All inspections are pre-scheduled through K-CIS. Industries receive advance notice, enabling them to be prepared and reducing disruption to production.

Joint Inspection Mechanism

Where multiple departments need to inspect a unit, K-CIS coordinates joint visits — reducing the number of inspection days from multiple to one combined visit.

Risk-Based Allocation

BRAP is DPIIT's annual framework under which state governments implement regulatory reforms to improve the ease of doing business. Kerala participates actively in BRAP and has implemented reforms across areas like construction permits, environmental clearances, labour regulation, and land administration. Industries benefit through faster approvals, reduced compliance touchpoints, and predictable regulatory timelines.

Under the Kerala Facilitation Act, if a competent authority fails to communicate a decision (approval or rejection) within the prescribed time limit, the clearance is deemed to have been granted automatically. This ensures time-bound clearances and prevents indefinite delays. The deemed approval applies to a specified list of clearances and is subject to post-facto compliance.

PM Gati Shakti is a ₹100 lakh crore national infrastructure master plan integrating 16 ministries on a GIS-based platform. Kerala's projects are identified through the National Master Plan portal in consultation with state nodal agencies and central ministries. Projects spanning roads, railways, ports, waterways, and aviation are mapped and tracked on the platform for inter-departmental coordination.

K-CIS reduces the inspection burden by (a) scheduling all inspections in advance with prior notice to the industry, (b) conducting joint inspections where multiple departments need to inspect the same unit, (c) applying risk-based inspection frequency so compliant low-risk units are inspected less often, and (d) ensuring all inspection reports are digitally recorded and transparent.

K-CIS covers regulatory inspections by the Department of Factories & Boilers, Kerala Pollution Control Board (KPCB), Fire & Rescue Services, Food Safety Department, Labour Department, Local Self Government, and Electrical Inspectorate, among others.

LEADS (Logistics Ease Across Different States) is published annually by the Ministry of Ports, Shipping & Waterways. It evaluates states on infrastructure, services, operational environment, tracking, and timeliness of logistics across different transport modes. Kerala has consistently improved its LEADS score through port upgrades, road expansion, and digital customs facilitation.

The EPI evaluates states across four pillars: (1) Policy & Business Ecosystem – state export promotion policies; (2) Infrastructure – transport and trade infrastructure quality; (3) Export Ecosystem – institutions, trade finance, and market access; and (4) Export Performance – actual export volume, growth, and diversification.
