Single Window Clearance
Government of Kerala is one among the first State in the Country to promulgate an Act for establishing a Single Window Clearance Mechanism in the State. The Single Window environment aims to expedite and simplify information flows between trade and Government and bring meaningful gains to all parties involved in trading and business activities. Single Window Mechanism of the State provides one entrance, either physical or electronic, for the submission and handling of all data, documents related to processing and issuing of licenses and renewals as well.
The Single Window Mechanism is aimed at providing initial, final clearances and renewals for all activities in connection with setting up, establishment and running of a business in the State. The approval or rejections for all applications will be given within a specific period, as mandated by law, from the date of submission of application. This has been made a statutory requirement under the Kerala State Single Window Clearance Boards and Industrial Township Area Development Act, 1999.
To cater this need, Single Window Clearance Boards have been constituted at State, District and Industrial Park levels. At the State Level, projects with an outlay of 15 crores and above will be considered. The State Level Board will be chaired by Chief Secretary, Government of Kerala and Managing Director, Kerala State Industrial Development Corporation Ltd. (KSIDC) will be the convenor. The Secretaries and Heads of Department/Agency concerned are the members of the Board. KSIDC has been designated as the Single Contact Point on behalf of the Board. The Board has statutory powers to enforce its decisions.
Similarly, District Level Boards have been constituted for projects with an outlay of less than 15 crores, with the District Collector of respective Districts as the Chairman and General Manager of the respective District Industries Centres (DIC) as the Convenor. DIC shall act as the single point contact at the District level for all investor related queries. Also, Industrial Area Boards have been set up in the various industrial areas of the state for the clearance of projects being set up in these areas. An officer not below the rank of District Collector is the Chairman in each Board, with the Designated Authority of the Industrial Area as Convenor.
A composite application form has also been formulated, which the entrepreneur need submit only at the designated contact points.
